The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Instit= ute (PHI) in partnership with the Harvard School of Public Health, Management Systems International, and Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID).

 

The goal of GHFP is to improve the effectiveness of USAID Population, Health = and Nutrition programs by developing and increasing capacity of health professionals in Washington<= /st1:City>, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organization= al development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health.

 

BACKGROUND

The Service Delivery Improvement Division of the Office of Population and Reproductive Health (PRH) in USAID’s Gl= obal Health Bureau (GH) seeks a Technical Advisor to serve on the Private Sect= or Team and specifically on a cooperative agreement within that program: the Leadership, Management and Sustainability (LMS) Project= . The purpose of the LMS Project is to improve leader= ship, management, and sustainability of accessible, quality services and progra= ms in the areas of reproductive health, HIV/AIDS, infectious disease, and maternal and child health by strengthening management systems and increas= ing leadership capacity; improving the performance of leaders and managers; planning and managing human resources; and building capacity to anticipate and respond effectively to changing external environments.

 

INTRODUCTION

The Technical Advisor (TA) will provide technical services to further the objectives of the Private Sector Team within GH/PRH/SDI.  This posit= ion is designed to contribute to USAID objectives in population and reproduct= ive health.

The Technical Advisor will provide technical support for one project within t= he private sector portfolio of SDI, the LMS Project. In collaboration with t= he CTO for this project, other USAID staff, institutional contractors and cooperating agencies (CAs), the TA will substantively contribute to the design, implementation, and evaluation of this program. 

The Technical Advisor will be responsible for: A) assisting in management and technical support of LMS within the private sector portfolio of SDI; B) providing technical support to the field regarding this initiative; and C) providing technical support for one or more USAID country health programs. For project-specific technical support, the Technical Advi= sor will work under the lead of the respective CTO for this project. Onsite management and overall programmatic guidance for this position will be provided by the Private Sector Team Leader.

 

ROLES AND RESPONSIBILITIES

The Private Sector Team portfolio currently includes two task orders and two cooperative agreements (CAs). .On the LMS pro= ject the Technical Advisor will provide technical support to the LMS Project a= nd other projects depending on the programmatic needs of the team.

 

A.   Support the field regarding= LMS activities

  • Provide information, guidance and technical support to field missions to imp= rove the use and impact of the project.
  • Coordinate activities among USAID/Washington, field missions, and CAs.
  • Travel as n= ecessary to assess and/or monitor program progress.

B.   Provide technical support f= or one or more USAID country health programs

  • Conduct site visits to selected countries to assist field missions and/or private sector programs in the design, implementation, management and evalua= tion of family planning programs.

The Technical Advisor should expect to tra= vel internationally 1-3 times per year for approximately 2 weeks at a time.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE

  • Master̵= 7;s degree in public health, business or social sciences, or equivalent = in international health experience.
  • Minimum two years’ experience with implementing health programs in public = and or private sector in developing countries and/or leadership and management programs in developing countries.=
  • Technical expertise in public health program management, with a focus on family planning.
  • Demonstrated understanding of public health and family planning issues in develop= ing countries.
  • Excellent management and interpersonal skills.
  • Foreign lan= guage fluency highly desirable.
  • Strong oral= and written communication skills.
  • Demonstrated computer skills in MS Office Suite applications (Word, Excel, and Access).
  • US Citizenship or US Permanent Residency required. Applicants selected = will be subject to security investigation and must meet eligibility requirements for access to classified information.=
